Marching Ants: The dotted lines that surround an image in PSP

Tutorial: Using the Flood Fill Tool
1. Lets start with creating a new image for this image we will start with a image at 200 pixels by 200 pixels. Please go to FILE to NEW in your menu bar from here you want to set the width to 200 pixels and height also to 200 pixels and resolution to 300. Under Image Characteristics this should always be set at Raster Background and then under color please check the box that says transparent. Now click OK
2. Now let’s choose the selection tool 
We are going to choose our circle tool as shown in this image to the left. Please put Mode to Add (Shift) and Feather to 0
3. Now using your selection tool make some various size circles on your new image that you opened like shown below:
4. Now we are going to choose our Flood Fill Tool which looks like this:
Now in your Materials Palette you need to choose your favorite color from the Foreground section! I used red #FF0000
6. Now using your flood fill tool take your mouse and simply click on the inside of each circle this will turn those transparent circles into RED circles flood filled with that red color that we chose. See Below:
7. At this point you have learned how to use the flood fill tool and what it does! To make this extra fun we can add a drop shadow to our circles to give them more defination. With the Marching Ants around the circles in your menu please go to EFFECTS to 3D EFFECTS to DROP SHADOW as shown below:
8. Now you will see a new window pop open this is our Drop Shadow window in this you want to have the following setting to add a slight shadow to our circles. Offset Vertical is 1, Horizontal is 1, Attributes Opacity is 100 and Blur is 2.00 and color should be set to BLACK now click OK
9. Now you should see your circles with nice drop shadow behind them! Now we can save this if you chose to! To save them so they stay transparent go to FILE in your menu and click SAVE AS and choose to save your image as PNG format to ensure you are saving in a transparent format!
